You are totally correct about the carrot and stick approach. I think fighting corruption would go a long way in encouraging people to comply with the tax laws. With the state of corruption and the lack of proper judicial mechanism to investigate and prosecute looters of public funds, I am quite surprised we have a 6.1% ratio.
